Equal treatment for CD pirates

It was interesting to read that police officers approached two Sri Lankan men and arrested them when they realised they were selling pirated CDs and tapes of Sri Lankan songs in a Sunday market in Nicosia.

I do not condone the distribution of pirated music. However, as anyone who goes to markets knows, including the open-air markets in Limassol and Larnaca, pirated CDs are always available for sale on numerous stalls. The police do nothing to intervene. Since the music is usually of Greek and English origin, with a wide appeal, one might expect some consistency in dealing with the problem of illegal music sales, similar to the arrests in Nicosia. Or one might be forgiven for asking if the isolated action in Nicosia was inspired by other motives?
