A few rotten apples?

Sir,
I have been waiting for years for someone to explode this myth about the Cyprus police force, viz, that it contains only a few rotten apples and because the majority of the personnel is good, the force as a whole is OK.

What a load of rubbish. As far as I know, all over the world a sack of apples known to contain some rotten ones is considered useless and no one will pick it up.

In this country this view is rubbished, an attitude which prevents us from looking at the real issue, that is how to reconstruct the whole police/security system on new foundations.

This is the only way to tackle the problem and sidestep the few-rotten-apples issue which is just a red herring.
