Anti-social dogs

I wonder if anyone can tell me if there is a law dealing with the antisocial behaviour of dog owners?

Our neighbours keep up to half a dozen dogs at a time in a box outside their house. The animals are cooped up and bored and so bark almost constantly, day and night.

We have tried talking to the neighbours, both in Greek and English, but when we ask to do something about the situation their attitude is (typically) “if you don’t like it, move somewhere else.”

While this behaviour may have been perfectly acceptable when people were living in an isolated village, surely something can be done to make them have a little bit of respect for others in their neighbourhood now they have moved to a built-up area. Or it it yet another case of “we’ll behave in any way we want and if you don’t like it you shouldn’t have moved to Cyprus?”
