Mugged by the water board

Sir,

After having paid €19.50 to put back my water meter for a bill of €14.13 which was not due and payable for a further two weeks, I feel like I have been mugged without a punch being thrown!

I have sent four letters to the authorities, two handed direct to the people concerned, two by registered delivery, about this incident, to which no reply was received. At least with a mugger, the good hiding you get you can see coming. The water authority has a shield around it and can do what they like. Give me the old fashioned mugger any day. I live on my pension and not in the best of health aggravated by all this.
