Why should we pay for the EAC’s mistakes

I have just read that the price of electricity is to rise because EAC have got it ever so slightly wrong on carbon emissions, and got fined by the EU.

Please excuse my ignorance, but if a fine is imposed on somebody then surely that is their responsibility.

So how/why do they think they have a commitment to pass it on to us, their mere servants?
Equally, they blame the Government for bureaucratic delays. Ok, so I’ll buy that as I have suffered from it a few times. In that case, maybe, it is the bureaucrats that should be footing the bill instead of us.

Seriously, the EAC getting fined has absolutely nothing to do with the consumer; but at the end of the day we are the poor mugs that are going to have to pay for their cock-up.
