Bright sparks in Paphos

So who was the bright spark that decided we needed new lamps in Paphos town? They have been positioned in the centre of the already narrow pavements, making it impossible for wheelchairs, or mums with pushchairs to do anything but go into the road. Is there such a thing as planning or did somebody just a surplus of lamps to get rid of?
