Forget the divided island Mr Christofias, it will still be there for you to come back to after the recession. Meanwhile, use your ministers and your resources to keep the south from sinking into the Med.

Focus on renewables for energy; you could even redirect funds into a start-up for the production of photovoltaics and at the same time give Cyprus an industry which can earn money by exports.
Redirect the building industry into the development of regional waste-disposal centres; this includes infrastructure for reclaiming waste-water.

How much of this precious rain in coastal areas merely causes havoc by flooding and soil erosion? Proper drainage systems whereby this valuable resource can be reclaimed and redirected for agriculture must surely be worthwhile considering as an investment for the future?
