Who will pay the EU fines?

Sir,

May I comment on two articles in your paper, relating to the hunting of Turtle Doves and the issuing of fishing net licences to amateur fishermen, both of which are illegal under EU law.  When will Cyprus wake up and realise that it is no longer allowed to break EU Laws. The ruling is very clear. Where local laws and EU laws are at variance, EU law will prevail.  No ifs, no buts. 

Cyprus knew this when it joined the Club, and yet many of its law still need aligning. There is now a possibility that Cyprus will be fined for allowing the hunting of Turtle Doves. So money will be taken from my taxes to pay this fine. As the decision was a political manoeuvre to appease the hunting fraternity would it not be honourable for those who made the decision to pay for it. Or what about the hunters being honourable and paying the fine?
